- There are 116 units in the public housing residential communities Duncan Estates and Lee Haven.
HACLS maintains a waiting list for the Public Housing Program, and those wishing to be considered must complete an application. Eligible applicants whose name comes to the top of the waiting list are offered an available unit. Residents pay about 30 percent of their monthly household income toward rent. HACLS provides gas, water and trash service for each property. The properties are well maintained by a full-time professional maintenance staff.
How To Participate in Public Housing

When an application nears the top of the waiting list HACLS will contact the applicant to submit all necessary supporting documents, including income verification, birth certificates, landlord history, etc. A complete checklist of supporting documentation shall be provided to the applicant, and it is the responsibility of the applicant to submit all documentation promptly and in full within the timeframe given. The HACLS staff shall complete income verification, run full criminal background checks, contact prior landlords, and meet with the applicant by appointment to complete the leasing process.
The HACLS staff shall work diligently with all applicants to complete this process in a timely, efficient, and professional manner. The waiting time from initial application to the completion of the leasing process is dependent up on the number of applicants on the waiting list at any given moment; staff cannot provide applicants with a precise timeline for how soon they will lease up if they qualify. However, Public Housing units remain in high demand and supply is limited so applicants generally may expect a waiting period of 2-5 years.
